COOPERATION BETWEEN

THE REPUBLIC OF TAJIKISTAN AND THE REPUBLIC OF FRANCE

Political cooperation

Diplomatic relations were established on March 3, 1992. French Embassy in Dushanbe was opened November 3, 2001. In November 2001 a diplomatic mission of the French Republic was opened in Dushanbe. Currently, the Ambassador Extraordinary and Plenipotentiary of the Republic of France in the Republic of Tajikistan  is Mr. Didier Leroy (August of 2012).

May 3rd 2013, by the Decree of the President of the Republic of Tajikistan Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan in the French Republic was appointed Homidjon Nazarov.

At this time, Tajik-French relations are developing in the political, military, economic and cultural fields.

France was one of the first countries to recognize the independence of Tajikistan in 1991. In March 1992, there was a visit to Tajikistan by the French Secretary of State for External Affairs, Mr. Alain Vivien. During the visit, the sides discussed issues of domestic and foreign policy of the two countries, the possible ways of development of bilateral relations, as well as the ceremony of signing the Protocol on Establishment of Diplomatic Relations between the Republic of Tajikistan and the French Republic.

Evidence of the two countries' interest in strengthening bilateral cooperation was the official visit of President of Tajikistan Emomali Rahmon to France in December 2002. During the visit, President of the Republic of Tajikistan met with the President of the French Republic, Jacques Chirac, Head of the Senate, the Minister of Internal Affairs, the Minister of Defense, Minister Delegate for Foreign Trade and the Minister of Foreign Affairs of France.

An additional stimulus to the development of bilateral, cultural cooperation was the visit of the President of Tajikistan to the French Republic to participate in the General Conference of UNESCO in October 2005, whereDays of Tajik Culture were organized with the participation of Tajik art representatives.

April 11-12, 2008 the visit of the Minister of Foreign Affairs of the French Republic Bernard Kushner to the Republic of Tajikistan. During the visit he met with the President of the Republic of Tajikistan Emomali Rahmon and Foreign Minister H. Zarifi.

Bilateral contracts at the highest level have stable growth. In Tajikistan, visits were carried out by the Minister of Cooperation and Francophonie of France, Mr. Charles Zhoselana (February 1999), the French Defence Minister, Mr. Alain Richard (January 2002), the French Foreign Minister Dominique de Villepin (September 2002), the French Defense Minister  Mrs. Michele Alliot-Marie (December 2003), the Minister for Foreign Trade of France, Mr. François Loos (May 2004).

In recent years, a very successful military cooperation hasdeveloped between the two countries, as evidenced, the recent visit of Defense Minister of the French Republic, Ms. Michelle Alliot-Marie to the Republic of Tajikistan (17-19 December 2005, July 20-21 and 16-18 December 2006 ). As part of these visits, the Defense Minister met with the President of the Republic of Tajikistan, which discussed military cooperation: extending the stay of the French troops in Dushanbe International Airport, which consist of more than 200 soldiers, 6 fighters "Mirage" and 4 military transport aircraft of Air France, which provide technical support for the coalition forces in Afghanistan.

October 18-19 2009, Special Envoy of the President of France to Afghanistan, Pakistan and Central Asia, Mr. Thierry Mariani visited Tajikistan. During the visit, he met with the President of Tajikistan Emomali Rahmon and Foreign Minister H. Zarifi. During the visitof Mr. T. Mariani an official ceremony  of the beginning of construction of a new terminal of the International Airport of Dushanbe washeld.On September 3rd, 2014 with the participation of the President of Tajikistan Emomali Rahmon, the official opening of the new terminal of the International Airport of Dushanbe tookplace.

On March 12th, and June 8-10th 2010, the Special Envoy of the French President, Senator Emery de Montesquieu visited Dushanbe and met with President of Tajikistan Emomali Rahmon. During the meetings the sides discussed the state of bilateral relations, economic cooperation and other international issues. During the second visit, Senator Montesquieu also took part in the "International High-Level Conference of the implementation of the International Decade for Action" Water for Life ", 2005-2015."

On November 28th, 2012 in Paris at the French Senate building an Association of Friendship "France-Tajikistan" was established. The former French Ambassador to Tajikistan Henry Zipper de Fabian was elected as Chairman of the Association.

On September 23rd, 2013 a meeting of First Deputy Minister of Foreign Affairs Mahmudjon Sobirov with Deputy Director of the Caucasus and Central Asia, Ministry of Foreign Affairs of France, Mr. Francois Delahousse took place. The sides expressed their satisfaction with the process of development of bilateral relations between the two countries and called for their expansion in the future. The sides also discussed issues related to cooperation between the two countries within international and regional organizations.

On November 26th, 2014 in Paris, Minister of Economic Development and Trade of the Republic of Tajikistan Sharif Rahimzoda, through participation in the Eurasian week Competitiveness Organization for Economic Cooperation and Development (OECD), met with the State Minister for Foreign Affairs of the French Republic for international cooperation, for promotion of tourism and of French citizens abroad, Mr. Mathias Fekl, head of the OECD, the Association of French Businessmen (MEDEF), and Total Company, and Shiver-Auchan. Also, within the framework of the Eurasian business week forum France-Central Asia, which presented economic and resource potential of Tajikistan. As a result of the regional business forum - the current visit of the French business community in Tajikistan and their participation on the Tajik-French business forum.

Parliamentary cooperation

Recently there has been a tendency to intensify and deepen relations between the two parliaments. In April 2011 a delegation of the Inter-Parliamentary Friendship Group of the French Senate - Central Asia, headed by its President, Mr. André Dyule and in June 2011 "Mission of the geopolitics of water," the French National Assembly, headed by its Chairman, Mr. Lionel Luca visited Tajikistan. During the visit, they met with President of Tajikistan Emomali Rahmon, the Chairman of the Majlisi Milli M.Ubaydulloevym, Chairman of the Majlisi Namoyandagon Sh.Zuhurovym, Foreign Minister H. Zarifi and other officials. During the meeting they discussed a wide range of issues, in particular, upon issues of water use and irrigation, Tajikistan participated in international water initiatives, regional cooperation, and water and energy issues. During the visit, the delegation also visited the Nurek hydroelectric power station.

On September 2nd 2013, visit of the Parliamentary Friendship Group France-Tajikistan French Senate under the chairmanship of Mr. Andre Dule. During the visit, they met with the President of Tajikistan, Emomali Rahmon, the Chairman of the Majlisi Milli M.Ubaydulloevym, Chairman of the Majlisi Namoyandagon Sh.Zuhurovym, Foreign Minister H. Zarifi and other officials. The sides discussed issues related to interaction between states in the framework of international and regional organizations, as well as upon issues of regional security, stability and post-war reconstruction of Afghanistan after the withdrawal of coalition forces in 2014, also the situation in Syria.

June 9-12th  2014, at the invitation of the President of the Senate of the French Republic, made a return visit of the Tajik parliament in Paris under the chairmanship of Majlisi Milli of Majlisi Oli M.Ubaydulloeva. During the meetings and talks in the French Parliament, held in a spirit of mutual friendship and understanding, it highlighted the importance of such contacts in the strengthening and expansion of various formats for further cooperation between the two countries.

The legal base

The period of established bilateral relations, the Government of Tajikistan and the Government of France signed the following 14 documents forming the legal base of cooperation between two countries:

1. Memorandum between the Ministry of Foreign Affairs of the Republic of Tajikistan and the Embassy of the French Republic in the Republic of Tajikistan (Dushanbe, October 21st, 1999);

2. Protocol meeting of the Tajik-French bilateral cooperation (26.02.02, Dushanbe);

3. Agreement between the Government of the Republic of Tajikistan and the Government of the French Republic on mutual cooperation. (30.10.02);

4. Agreement on cooperation between the Ministry of Defence of the Republic of Tajikistan and the Ministry of Defence of France (December 2002)

5. Agreement on cultural, scientific and technical cooperation between the Government of the Republic of Tajikistan and the Government of the France. (04.12.02 Paris);

6. Agreement between the Government of the Republic of Tajikistan and the Government of the French Republic on cooperation in the field of internal security (04.12.02, Paris);

7. Agreement between the Government of the Republic of Tajikistan and the Government of the French Republic on mutual encouragement and protection of investments (04.12.02, Paris);

8. Technical Agreement between the Ministry of Transport of the Republic of Tajikistan and the Ministry of Defence of the Republic of France to repair the runway of the international airport of Dushanbe (31.07.03, Dushanbe);

9. Financial Protocol between the Government of Tajiksitan and the Government of France to build a new international terminal in Dushanbe (August 8th, 2008, Dushanbe);

10. Agreement on the basis of the Financial Protocol between the Government of the Republic of Tajikistan and the Government of France to build a new international terminal in Dushanbe (November 19th, 2008, Dushanbe);

11. Agreement on cooperation between the Ministry of Labour and Social Protection of the Republic of Tajikistan and the Embassy of France in the field of social protection of children (November 19th, 2008 Dushanbe);

12. Additional protocol to the Financial Protocol between the Government of the Russian Federation and the Government of France to build a new international terminal in Dushanbe (May 1st, 2009, Dushanbe).

13-14. December 8th, 2001 signed the Treaty between the Government of the French Republic and the Government of the Republic of Tajikistan concerning the conditions of a temporary stay, and based on the territory of the Republic of Tajikistan of the armed forces of the French Republic. As part of the agreement of August 12, 2005. Dushanbe signed a joint document between the armed forces of the French Republic and the Ministry of Emergency Situations and Civil Defence of the Republic of Tajikistan for joint missions of search and rescue crews.

12 Projects of agreements are under consideration of the parties

"Agreement between the Republic of Tajikistan and the French Republic for the avoidance of double taxation and prevention of tax evasion on income and capital" is under consideration by the French side

"Agreement between the Government of the Republic of Tajikistan and the Government of the French Republic on air communication" under consideration by the French side (note verbal Foreign №7-6 (698) of 13 March 2013)

Currently the Governmnets of the Republic of Tajikistan and the Republic of France are focusing on new spheres of cooperation, such as: agriculture, sciences, health care, youths, sports and tourism.

Trade and economic relations

In November 2015, a Memorandum of Cooperation was signed between the Republic of Tajikistan and the French Republic, which has led to the creation of the Tajik-French Business Council. Partners of this Council are the Committee on Investments and State Property of Tajikistan and MEDEF International of France, which has laid a solid foundation of business cooperation between the two countries.

Alstom - multinational company operating in the worldwide rail transport markets, active in the fields of passenger transportation, signaling and locomotives

BRL - an international consulting firm offering specialized engineering services in areas related to water

Coyne et Bellier - a global consulting and engineering firm/ They specialize in infrastructure projects such as dams, nuclear and hydroelectric power plants, roads, tunnels and other below-surface facilities

CFM - combines the resources, engineering expertise and product support of two major aircraft engine manufacturers: Snecma (Safran) of France, and GE of the U.S.

EAS Services – Maintenance of heavy aircrafts (Airbus and Boeing)

Fromi – a company aimed at promoting traditional French cheese specialties, as well as fine food products

Gemalto - an international digital security company providing software applications, secure personal devices such as smart cards and tokens, and managed services. It is the world’s largest manufacturer of SIM cards

Isover Saint-Gobain - production and distribution of materials for the construction, industrial and consumer markets

Itron - offers products and services on energy and water resource management

Legrand - the firm is a world leader in products and systems for electrical installations and information networks

Linpico - a multidisciplinary consultancy working worldwide in the field of International Development

Louis Berger - a full-service engineering, architecture, planning, environmental, program and construction management and economic development firm

Fondation Merieux - a state-approved charity, it fights the infectious diseases that affect developing countries

Nutristar – exporting products for animal nutrition and health

Proparco - promotes private investment in developing countries to reach the Millennium Development Goals (MDGs)

Schneider Electric - multinational corporation that specializes in electricity distribution, automation management and produces installation components for energy management

Septodont – development of wide range, high quality products for dental professionals

Sofreco - a leading company in consultancy and technical assistance for sustainable economic and social development

Total - multinational integrated oil and gas company and one of the seven "Supermajor" oil companies in the world
